Until 1999, anyone could operate a boat, regardless of boating safety knowledge, experience or training. A lot has changed to make our waterways safer since then. One important reason for fewer recreational boating deaths and injuries is the requirement that boat operators demonstrate their boating safety knowledge by obtaining proof of competency.
Boaters who do not already proof of competency must obtain a PCOC. You do this by passing a boating safety test; usually the test is taken at the end of a boating safety course.
All boating safety courses and tests leading to the issuance of a PCOC are delivered by course providers accredited by Transport Canada. You can view the list of accredited course providers online Proof of competency for recreational boaters (canada.ca)
A Pleasure Craft Licence (PCL) is a document with a unique number. It must be displayed on both sides of the bow (front) of a pleasure craft. Like a car’s licence plate, it is used for identification but is not proof of ownership. It helps police and search and rescue find important information during emergencies. You may be fined $250 if your pleasure craft doesn’t have a valid licence. Application forms are available online from Transport Canada. Pleasure craft licensing (canada.ca)
By law, watercraft users in Saskatchewan are required to:
Drain your watercraft. Drain plugs must be pulled and watercrafts drained of standing water. It is illegal to transport your watercraft with a drain plug in place.
Stop at watercraft inspection stations. If you are transporting a watercraft or water related equipment you are required by law to stop in at watercraft inspection stations.
